Portugal is in the EU, so import VAT (23% on the mainland standard rate) applies to every commercial parcel from the USA, whatever its value. Since July 1, 2026, the EU no longer waives customs duty on parcels worth €150 or less, and a temporary €3 duty per item category applies to many low-value e-commerce parcels.
